The bill originally had three requirements for municipalities to participate: They had to qualify for state aid, have at least 30 percent of property values exempt from local property taxation and the per capita annual income had to be below $100,000, with cost of living for the area taken into account.

Hoboken is the only municipality in the state that meets the first two requirements of the bill but not the third.
