Regarding New Stop Signs in Gloucester City

AN ORDINANCE AMENDING CHAPTER 87 OF THE CODE OF GLOUCESTER CITY ENTITLED VEHICLE AND TRAFFIC, PROVIDING FOR NEW SECTION §87-4.1 AND §87-9.1 REGARDING "ALL WAY STOP INTERSECTIONS"

 

 

    WHEREAS, the Mayor and Common Council of Gloucester City, in the interest of the public health, safety and welfare, have deemed it necessary to consider the institution of "All-Way Stop Intersections" as permitted by N.J.S.A. 39:4-8 b. (1) (c) which states in part:  'A municipality may, without the approval of the Commissioner of Transportation, do the following by ordinance or resolution, as appropriate:  (c) designate any intersection as a stop or yield intersection and erect appropriate signs, on streets under municipal jurisdiction which are totally self-contained within that municipality and have no direct connection with any street in any other municipality'.

 

    NOW, THEREFORE, BE IT ORDAINED by the Mayor and Common Council of the City of Gloucester City that the following intersections shall be known as 'All-Way Stop Intersections' and shall be codified in the following sections of the Code of the City of Gloucester City thus:

 

§87-4.1.    All-way stop intersections designated.

Pursuant to N.J.S.A. 39:4-8b.(1)(c), the intersections described in Schedule B.1. attached to and made a part of this ordinance are hereby designated as "all-way stop intersections".  Stop signs shall be installed on all streets leading into said intersections. (See §87-9.1.)

 

§87-9.1.    Schedule B.1.: all-way stop intersections.

In accordance with the provisions of §87-4.1, the following described intersections are hereby designated as all-way stop intersections:

 

  1. North Brown Street & Middlesex Street.
  2. Johnson Blvd. & Chambers Avenue.
  3. Essex Street & Collings Road.
  4. Park Avenue & Klemm/Station/Reading Avenues.
  5. Park Avenue & Gehrig Avenue.
  6. King Street & Essex Street.
  7. King Street & Hudson Street.
  8. King Street & Market Street.
  9. King Street, Jersey Avenue & Water Street.
  10. Burlington Street & Middlesex Street.
  11. Burlington Street & Cumberland Street.
  12. Sussex Street & Somerset Street.
  13. Lane Street & Powell Street.
  14. Thompson Avenue & Harley Avenue.
  15. Greenwood Avenue & Park Avenue.
  16. Atlantic Avenue & Cumberland Street.

Ms McCann, I grew up on Cumberland St. and if you stop the flow of traffic at that intersection you are going to create a big problem with all the traffic created by the schools. When children are present the crossing guards do a fine job at being the all way stop. When was the last time there was a problem at this intersection, with all the people and cars there at one time there is no way you can pick up speed on that street,unless you're a syco and if you are a stop sign won't help.

I believe their are "No Turn on Red" signs at Market st and Coldsprings and It has a sign underneath that reads "When Children are Present"

Putting up stop signs are annoying especially when you been traveling these streets for years. Try pulling people over for going over the speed limit. Now this raises a important question, how long do you think the police, not only in Gloucester, have had the attitude that if you are actually driving the speed limit you are a suspicious person? I have a 23 year old son that I constantly tell him to travel the speed limits and his reply is always the same, dad at my age if I'm traveling the speed limit I'll be pulled over. Believe it or not that is the answer, twenty-two years ago when I was his age that was the answer. This actually came from the police twenty-two years ago and if you talk to a police officer now times have not changed.
Instead of installing all these annoying stop signs change the speed limit to 15 MPH. Now if the driver is traveling 25 MPH he won't be considered to be a suspicious driver and the people in the neighborhoods will be happy. Bottom line is that over many years the law enforcement community has pretty much forced young drivers to drive faster or be pulled over for going the speed limit.

Has anyone realized that Park Ave and Gehrig don't intersect!

What a surprise! 16 new "all-way" stop signs and not "one" at Cumberland and Sussex where hundreds of children attend school.
But then again...should we be surprised...after all...the only street you can make a right on red is on Market Street at Cold Springs School!

Inconvenient...yeah, but idiotic...no. Way too many kids in the area and way too many people in a hurry flying down Thompson. Are you ever out on Thompson Ave to see how fast people go? Did you ever see how fast the school buses fly down Thompson? Hey...could be worse, it could be speed bumps!

Hey Bill, speaking of stop signs how long has the one on the corner of essex and collings been there? The reason I ask is that the other day while sitting on my porch (like I love to do by the way) I saw a car fly right through it. Also i was wondering if you could forward this to the proper authority. The car was a red mustang year around 96 thru 99, I also got a partial tag, T 1 or something of that nature my view was blocked and I was making sure no one was hurt as the man didnt even stop. Like I said I was just wondering if maybe the police could do anything with that information.

I'm glad they're putting a stop sign at Thompson & Harley. If you lived in this area, you'd know everyone that uses Thompson Ave flies down that street, including the bus drivers. They do at least 30mph down Thompson and it's ridiculous. Not to mention all the people that live on both sides at the corner of Thompson and Harley feel the need to park ON the corner (sometimes surpassing the corner) making it impossible to turn or to see when making a turn from Harley. Could use some "no parking from here to corner signs" as well.

Why the hell are they putting a sign on Thompson & Harley. That's going to be a pain in the ass to stop along Thompson. Good job mayor and council. It's almost as stupis as Jean Kaye's one way during school hours on Kohler Street which no one including the buses follow.

Can someone answer the following questions.

Is this Legal for the City to do without the proper Department of Transportation/Engineering Studies?

Are any of these City Streets intersecting County Streets and need additional County Approvals??

If I don't get any answers I suppose I will take it upon myself to investigate with the State D.O.T. & County Highway Dept.

One Way Streets, Stop Signs all show me that Living or doing Business in Gloucester City seems to be a One Way Dead End Street!!!

what about Market St. I thought these were the blocks they were targeting

Just wondering if they had the DOT do the proper study? Not against a stop sign but it just seems like just about every block has one!!!
