 Funeral services were held for J.B. Vinson, 78, of Bellmawr, formerly of Lenior City, TN and Miami, FL, who passed away on April 27, 2008.

 Beloved husband of Shirley. Loving brother of Jolyn Norris of TN, Thomas (Marie) of LA and the late Dorothy, R.H., Jack and George. Dear brother-in-law of Roger and Barbara Bradley. Also survived by many dearly loved cousins, nieces and nephews.

 Interment was private at the request of the family.

 A Funeral Mass was celebrated at Mary, Mother of the Church, Bellmawr, for William J. Mitchell, 90, of Bellmawr, who passed away on April 28, 2008.

 Beloved husband of the late Mary M. (nee O’Neill). Devoted father of William J. (Linda) and Kevin. Dear grandfather of Christine Schneier (Patrick) and Kathleen Mitchell. Great-grandfather of Olivia Rose. Also survived by many nieces and nephews.

 Mr. Mitchell retired from the Veteran’s Administration after 31 years.

 Interment at New St. Mary’s Cemetery, Bellmawr.

Bellmawr: School Board President Jody Mangus; Vice-President Betty Sheppard

  Recently elected Bellmawr Board of Education Members Mary DiMattesa, Michael "Juice" Williams and re-elected Board Member Jody Mangus were sworn in by Solicitor Ronald W. Sahli at the district's reorganization meeting April 22.

  The Board elected Jody Mangus President and Betty Sheppard Vice-President.

  Next, Mrs. Holt of the Bell Oaks School as well as five middle school students gave a presentation concerning the Peer Mediation Program available to all students to help resolve conflicts that might distract their educational focus.

  Mrs. Holt also cited the Peer Mentoring and the New Student programs that grew from the mediation model.  Participating students raised funds for the Ronald McDonald House as well as volunteering to cook a dinner using Mexican cuisine for the families staying at the House.

  Board Member Jamie Casey presented Danielle Sendler, Kristina Spenser, and Paige Kangas with the newly instituted Student Recognition Award.  These three young ladies independently formed the "Clean- Up Crew" at Bellmawr Park Public School.

  During their free time they make certain that the play area is safe and free of trash and sticks.

  Counselor Lorraine Gancher's request for retirement was approved and outgoing Board President Ron Henry publicly thanked for her many years of significant service to the district.

  During committee reports Board Member Jamie Casey offered that the search for a company to provide security cameras to the district was on going.  Board Members Betty Sheppard and Ron Henry had no reports for their committees.

  In routine business the Richard Hardenbergh Insurance Agency was appointed as Insurance/Risk Management Consultant. Garrison Architects were appointed as Architects of record.

  Superintendent Annette Castiglione reported that the NJQSAC Committee members are Ann Garcia, Ron Henry, Betty Sheppard, Michael Williams, Patricia Bartley, Anthony Farinelli, Elizabeth Calabria, Frank Jankowski, Jr., Dottie Specht, Eileen Barr, Rose Ann Yezzo, Colleen Cullen, Melissa Gleason, Joan Crane, Pat Jombe, and herself.

  "This committee will assess the health of our district," Castiglione said.  Instruction, personnel, and governance are three of the five areas that are evaluated by the district and state.

  During the public portion of the meeting, parent Mrs. Loscata expressed her concerns about the 80-minute block schedule in Language Arts and Mathematics for 2008-2009.

  The superintendent reassured all parents that this was in compliance with state mandates for required instructional hours in these disciplines.

  Parental concerns also extended into availability of band classes as well as scheduling students for appropriately challenging classes.

  The superintendent said that many extracurricular activities were provided for the students. The Academic Challenge is for students who are eligible and meet the guidelines of the district policy that is already in place.

  As of press time, the Bellmawr Board of Education and Bellmawr Mayor and Council had planned to meet April 28 in the Borough Hall in regard to the defeated school budget.

Bellmawr: The Southern NJ Chest Clinic

Camden County freeholders are opening a facility at the Bellmawr Regional Health Center, 35 Browning Rd., for patients with suspected or confirmed cases of tuberculosis.

The Southern New Jersey Chest Specialty Clinic also will address the needs of patients with an increased risk of the disease or progression to active disease.

"With a decline in TB cases statewide, local practitioners did not have the opportunity to gain the expertise necessary to treat these patients," said Freeholder Carmen Rodriguez, liaison to the county's Department of Health and Human Services. "There were minimal resources locally, which led to an inconsistent level of care."

The clinic will accept referrals from Gloucester, Burlington, Atlantic, Cape May, Cumberland and Salem Counties.

It will be available to patients from 1 to 4 p.m. on Wednesdays. The clinic's hours will be increased if need arises.

Bellmawr School Board Election Candidate Ask for your Support

  My name is Tracy Shinkarow. I am a candidate in the upcoming School Board election in Bellmawr.

  My husband, Dave and I have two children who attend public school in Bellmawr. I believe that a school board must be responsive and receptive to parents, staff, students and the community at large. The board must take input from all groups and weigh all the facts before making a decision.

  My years of experience as a Real Estate Appraiser had prepared me to do just that. Since I make my own work schedule, I am readily available for the unexpected.

My efforts would continue to center on serving all of the children in the community, as one child is no more important than another, as well as building public understanding, support and participation I hope I can count of your support!

Bellmawr residents face Revaluation of Properties; Possible Tax Increase

  Upon second reading and public hearing, Bellmawr Council adopted an ordinance authorizing appropriation for the preparation and execution of a complete program of revaluation of real property during last week's meeting.

  In a related resolution, Council then awarded the contract for the revaluation to Professional Property Appraisers, Inc., of Delran for $299,300.

  Council members acknowledged those in attendance, including the Rev. Vincent Kovlak of the Bellmawr Baptist Church, and Mike J. "Juice" Williams and Tracy Shinkarow, who are running for positions on the Bellmawr Board of Education.

  In department reports Councilman John P. Bollinger said a police officer made an arrest of significance by stopping a fairly new Toyota pickup truck whose owner had seven pounds of marijuana valued at about $1,100.

  Councilman Peter A. Di-Giambattista said, "The budget has been to the state and we are awaiting approval. We are in better shape than the other municipalities. We have not laid anyone off."

  Councilman Stephen M. Sauter was pleased to announce the upcoming dedication of Paglia Park on Thursday, April 24.

  Rev. Kovlak suggested the Beautification Committee enlist the help of school students in a short clean up of the school area to encourage pride and responsibility in the school environment.

  Councilman Sauter said the Daisies have volunteered to help with the clean up. Areas of concern are Wellwood and Essex avenues.

  "The Easter Egg Hunt the Saturday before Palm Sunday was a success. Most of the children went home with a prize," Councilman Louis DiAngelo said.

  Councilwoman Regina F. Pointkowski said, "I just want to let everyone know that the court is very busy, and all is running very smoothly. Also, the School Board election is April 15 from 2 to 9 pm. This is the time for everyone to come out and vote."

  On a final note, Councilman Louis DiAngelo reminded everyone that Saturday, April 12, at 10 am will be the Opening Day ceremonies for girls' softball and boys' baseball in Bellmawr. All are invited to come out to celebrate the start of the new season.

Bellmawr Residents Urged to Vote in Annual School Election April 15th

  The Bellmawr Board of Education is urging community residents to vote in the Annual School Election on Tuesday, April 15.

  "The local school board plays an essential role in the education that our children receive," said Mr. Ronald Henry. "On April 15, voters will have the opportunity to select the men and women who will set the policies under which our community's schools will operate. Voters will also weigh in on the proposed school district budget.

  "But citizens cannot be heard if they don't exercise their right to vote."

  Mr. Henry explained the school board's "essential role" in education.

  The local board of education sets policies in areas such as classroom instruction, student discipline, and the use of school facilities. These policies guide the school administration in managing the educational program.

  The school board approves the local district's proposed budget for presentation to the voters.

  It negotiates employee contracts, and approves the hiring of teachers, administrators and other staff.

  1,600 Races Statewide, more than 1,600 board of education positions will be on the ballot on April 15.

  Voters can become familiar with candidates and the issues affecting the Bellmawr Public Schools in a number of ways, according to Henry. Newspapers and local-access cable stations cover school board elections and frequently profile candidates. In addition, local Leagues of Women Voters, Parents' organizations and community groups often sponsor candidates' forums.

  Voter Information- To participate in the Annual School Election, a citizen must be a registered voter in his or her municipality. Citizens not currently registered may do so by March 25, 2008 to be eligible to vote in the April 15 Annual School Election. Registration information is available from the municipal clerk or the county board of elections.

  Voters unable to go to the polls on April 15 may apply for absentee ballots, which are available at the county clerk's office. Residents can apply to their county clerk for absentee ballots by mail. County clerks must receive mail applications by April 8. In addition, voters have until 3 p.m. on April 14 for absentee ballots in person at the office of the county clerk. Absentee ballots must be received by the board of elections or the designee no later than 9 a.m. on the date of the election.

  Polling Times, 2 – 9 p.m. at Bellmawr Park School, 29 Peach Road and E. M. Burke School, 112 South Black Horse Pike.

Polling information is also contained in sample ballots mailed to all registered voters prior to the election.

 

  "Local school board membership is an important public office – one that affects the quality of life in our community," said Henry. "I urge voters to make sure their voices are heard on April 15."

"Today's ribbon cutting is due in large part to the collaborative effort of a number of outstanding individuals and groups," said Roberts (D-Camden, Gloucester). The Bellmawr Senior Campus, consisting of 130 one-bedroom apartments for low- and moderate-income seniors, age 55 and over, is located at the corner of West Browning Road and Bells Road. At present, the complex is completely full. The apartments are priced between $534 and $638 per month.

    Residents enjoy a shuttle bus service to take them where they need to go, bus trips, activities, card tables, a library and a multi-media center. There is a senior-friendly health center within walking distance as well as several restaurants. 

"This was a dream of mine. I've never been happier in my life," said campus developer Carl Klese, Jr. "The residents say to me they feel like they have a new life here."  

Attendees at the ribbon cutting, which included many residents, enjoyed a reception and presentation of plaques honoring representatives from the institutions which lent tremendous support to the project. 

The Bank, with roots in Gloucester County, has maintained a community focus since its inception in 1989. "We at The Bank are proud to serve our community in such a positive way," said George Robostello, Executive Vice President of The Bank. "Nothing could make us happier." 

The Federal Home Loan Bank of New York has a tradition of helping community lenders advance housing and community growth. "It is very gratifying to know that we helped make this senior campus a reality," said Richard Mroz, Member of the Board of Directors of Federal Home Loan Bank of New York. "This is an example of public-private partnership that truly works to improve people's lives." 

Also honored was Michael Walsh, Senior Vice President of Development of Harrah's Atlantic City Operations, which helped to make this dream a reality. "We at Harrah's Atlantic City are happy to have played a role in making life better for the seniors of South Jersey, a place we are proud to call home."

Bellmawr_3222008_057 Bellmawr Firefighters arrived to find fire showing from the rear of a one story occupied dwelling, all hands were used to bring the fire under control.

No injuries reported.

The family dog is still unaccounted for; Camden County Fire Marshal's Office is investigating.

Firefighters from Bellmawr, Barrington, Runnemede, Mt Ephraim and Brooklawn firefighters were on scene.

Bellmawr NJ: MOURNING THREE GOOD MEN

  On February 1, 2008, Daniel Sullivan, 88, (past chief) of Bellmawr Fire & Rescue 1, passed away after a long illness. Chief Sullivan was a proactive leader in the fire service, and was a hands-on type individual. He served his community for over 60 years of dedicated service, and was extremely instrumental with the construction of the Firehouse located on Lewis Avenue.

  On February 15, 2008, Robert McNamee, 47, passed away unexpectedly. Bob who knew him, was a retired member and past fire officer, of Bellmawr Park Fire Company. He was very dedicated to the fire company, and would do anything for his family and his community.

  On February 16, 2008, Richard Griffin, 78, passed away after a lengthy illness. Dick, as many knew him, was a associate member of Bellmawr Park Fire Company since 1988. Dick was also extremely dedicated to the community. Dick assisted the youth at the local little league for most of his life. On many evenings Dick could be found at the Bellmawr Little or at the firehouse on Essex Avenue.

  The Department will keep all three members and their families in our prayers. God Rest their souls.

Wounded Warrior Program: Director Patricia Orsini, former Bellmawr Resident and GCHS Alumni

Patricia A. Orsini, a former resident of Bellmawr and a graduate of Gloucester Catholic High School Class of 1974 was recently appointed to the position of Director of the Wounded Warrior Program by the United States House of Representatives. 

When asked about her new job Patricia said, "It is exciting and I attribute these successes to my foundation at Gloucester Catholic High School and all the great teachers and classmates who were part of my life."

Retired Master Gunnery Sergeant Patricia Orsini (PHOTO) has spent most of her career supporting her fellow Marines, soldiers, sailors and airmen, by helping them return to civilian life and find jobs when they are injured and disabled.

As the director of the Wounded Warrior Program at the House of Representatives, Orsini will continue to answer the call to service, helping to establish and supervise the House's new program aimed at finding wounded veterans jobs working in the House.

Chief Administrative Officer Daniel P. Beard said Orsini was chosen to head the $5 million program in part because of her experience in developing similar, successful programs in support of veterans.

"Patricia's extensive experience will be invaluable because she not only understands the needs of wounded warriors, but she also understands what it means to be a veteran," Beard said.

Orsini's goal is to develop a program that will employ as many as 50 veterans to work with Members of Congress, Committees, Leadership offices and in support services.

She has served more than 24 years in the U.S. Marine Corps in a variety of positions, including assisting active duty and reserve Marines with medical benefits. After retiring from active duty in 2002, she worked for the American Legion as deputy director for health care services and for the Veterans Administration as a service representative.

In 2004, Patricia was re-called to active duty in support Operation Iraqi Freedom at Quantico with the Marine for Life Injured Support Program. The goal of the program was to create and manage a "medical hold" process to assist injured reservists. Last year, she helped establish the Wounded Warrior Regiment within the Marine Corps.

Throughout her career, Orsini has played a unique and emotional role, she said, in taking care of the nation's veterans.  She has escorted the bodies of fallen Marines in airplanes bound for home and played the bugle at many of her comrades' funerals. "Those are the times when I've had the most empathy for the dedication our veterans have to our country," she said.

Orsini said she is looking forward to the challenge that establishing the program will bring.

"I'm excited to put together this wonderful program, which will find jobs for wounded warriors at a time when they most need the support of the nation they fought for — when they return from war," Orsini said.

The House Wounded Warrior program was established at the direction of Speaker Nancy Pelosi, Majority Leader Steny Hoyer and Committee on House Administration Chairman Rep. Robert Brady.  They directed Beard to develop the program in a letter dated November 7, 2007: "From our visits with our wounded military over the past several years, we are well aware that these service men and women possess a wide range of valuable skills and experiences, as well as enthusiasm for hard work, which would be enormously valuable to any employer," the lawmakers wrote.

Pelosi, Hoyer and Brady are currently formulating the final elements of the program, which will be announced shortly.

Safety Coordinator Mike Williams presented Bellmawr Mayor and Council with a plaque from the Camden County Joint Insurance Fund for reduction of lost time on the job during last week's meeting.  Williams thanked Mayor, Council, and borough employee who made the 15 percent reduction a reality.

  In other business, resident Mark Matthews asked about the political signage at the "Bellmawr Mansion."

  Mayor Frank Filipek said, "The ordinance was the result of a political battle. In the past some signs were stolen; some were thrown in the street. Public Works employees had to clean up the signs. The owner of the property has been cited.

  "We need to follow due process. I cannot go on private property and take down the signs. I can take him to court."

  Matthews said, "I hear the owner is asking $1.3 million for the property," and cited a Haddon Township pay to play article.

  Filipek said, "We do not have a problem with 'pay to play' because we put it in the bulletin. The public bidding is advertised, and we have to entertain three bids. Some of the developer's current plans involve six restaurants, a movie, a bowling alley, a recreation center, and offices."

  Councilman John Bollinger said, "Congressmen Rob Andrews and Governor Corzine were here discussing having the Speed-line pass through here."

  In reports. Councilman Peter DiGiamattista said, "The work on the budget is done and is going to the auditor."

  Councilman James DiAngelo said, "For the two minor snow storms, the borough spent approximately $1,272.81 for man hours, materials, and fuel.

  "For the first time we had more recyclables than trash. In all of 2006 we had 5,536 tons, and in 2007, we had 5,125 tons. White metals have been collected by scavengers. So now when residents call for an appointment, we schedule pick-up for the next day."

  Councilman Stephen Sauter said Building and Lands are running smoothly.

  Councilman Louis DiAngelo said, "In 2008 we have a block grant to resurface Summit Avenue. The grant is $50,790, and the borough is responsible for only $5,000.

  "Also do not forget the March 15, Easter Egg Hunt at the Rec Center, known as the 10-second dash. If you arrive after 11 a.m. you have missed it!"

  Councilwoman Regina Pointkowski said, "Thanks to Mr. Williams for doing a great job with safety."

  Filipek lauded the school administrators: "We have two people who know what they are doing. They are on top of everything. They are in there for the kids. Right now they are raising money for smart boards.

  "This is the first time Council was included in the budget process. Dr. Garcia is doing a great job," the mayor said.

  In regular business the Council passed a resolution authorizing a social and economic impact study paid for by the developer for the former landfills.

  Also, Council approved authorization of interlocal services. Borough employees will maintain the ambulatory fleet for Mt. Ephraim and maintain the public works equipment for Woodlynne. Bellmawr will also assist Woodlynne with street sweeping equipment and manpower.

  This brings money into Bellmawr and costs other towns less than the open market.

  Mayor and Council lauded Fire Chief Jim Burleigh for being awarded grant money for volunteerism towards 401k programs. This will be on the ballot in November.

Bellmawr Fire Department Awarded $150,000 FEMA Firefighters Grant

Bellmawr NJ Today, (February 29th) the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) awarded a  $ 150,000.00 Assistance to Firefighters Grant (AFG) to the Bellmawr Fire Department. 

The SAFER (Staffing for Adequate Fire and Emergency Response) Grant was created to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, "front-line" firefighters available in their communities said Chief Jim Burleigh of the Bellmawr Fire Department.

The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by NFPA and OSHA (NFPA 1710 and/or NFPA 1720 and OSHA 1910.134 –. Specifically, SAFER funds should assist local fire departments to increase their staffing and deployment capabilities in order to respond to emergencies whenever they may occur.

As a result of the enhanced staffing, response times should be sufficiently reduced with an appropriate number of personnel assembled at the incident scene.

Also, the enhanced staffing should provide that all front-line/first-due apparatus of SAFER grantees have a minimum of four trained personnel to meet the OSHA standards referenced above.

Ultimately, a faster, safer and more efficient incident scene will be established and communities will have more adequate protection from fire and fire-related hazards.

"The Assistance to Firefighters Grants program has been instrumental in building capacity and providing needed resources for our nation's firefighters," said FEMA Administrator R. David Paulison.  "From the purchase of equipment to first responder training, the AFG program has helped improve response capabilities and saved lives and property in communities throughout the United States."

Since 2004, AFG has provided almost $3.1 billion in grants to fire departments and first responder organizations to purchase response equipment, personal protective equipment, vehicles and fire prevention activities.

AFG is administered cooperatively by two FEMA components:  the National Preparedness Directorate and the United States Fire Administration.

Tonight I attended Bellmawr's monthly council meeting. I went in with 2 "edgier" items on my agenda, and the mayor added in an update of the landfill... which I think may be of bigger interest to the public.

Summary of my discussions with Council:
1) The million dollar giant house in Bellmawr, has had a giant political sign up on the front lawn for weeks. Political signs are against a town ordinance. Should the sign come down, or is it ok for us all to put up signs?

2) The Courier-Post had an article today about Haddon Township's plan to pass a "No Pay-to-Play" ordinance, and I suggested that Bellmawr do the same... to be ahead of other towns.

3) The mayor, recognizing me from prior council meetings where I asked about the landfill, offered an update on.................

Haddonfield, Barrington & Bellmawr PD's charge Sea Isle Man with Multiple Sex Crimes *

CAMDEN –– A Sea Isle City man was charged by three Titlenewsflash Camden county police departments with multiple sex crimes involving a teenage boy.

Acing Camden County Prosecutor Joshua Ottenberg, Haddonfield Police Chief Rick Tsonis, Barrington Police Chief Joseph Eisenhardt and Bellmawr Police Chief William Walsh, reported Feb. 27 that a Sea Isle man has been charged with repeatedly paying for sex with a teenage boy.

Michael Shumen, 38, was charged with multiple counts of 2nd degree sexual assault, 2nd degree promoting prostitution of a minor and 3rd degree endangering the welfare of a child by police in Haddonfield, Barrington and Bellmawr.

Beloved wife of the late Theodore (Happy) Jones, and sister of the late Haywood and Harold Banks and Marie Gibson, she is the mother ofEugene Alford, his wife Gladys, Beverly Roberts, her husband, T.A. and Yvonne Jones, her husband Joe DeGuierre. She also leaves to mourn a dear sister-in-law, Joycelyn Jones and a brother-in-law, Milton Warfield. She was the grandmother of nine grandchildren and thirty - four great grandchild ren. She will be sadly missed by her family and many dear friends.
She was a member of Harris Temple AME Zion Church for over 70 years. She enjoyed playing the piano and sewing.

DEPTFORD TWP. A Bellmawr woman has been charged with vehicular homicide, reckless driving and driving while intoxicated, after a one-vehicle crash resulted in the death of her passenger.

Velmer Kearse, 44, was driving her 1998 Chrysler Sebring northbound on Almonesson Road Saturday when she lost control of her vehicle. At approximately 2:45 a.m., the vehicle slid off the roadway to the left, struck several trees and landed "partially in Big Timber Creek," according to Capt. Daniel Murphy.

NJ Turnpike Accident; Newark man killed

BELLMAWR - A 40-year-old Newark man was killed Tuesday morning after his Jeep overturned on the New Jersey Turnpike just north of the entrance here, state police said.

The victim's name had not been released pending notification of his family, police said. The accident was reported at 4:38 a.m. in the northbound lane.

One other vehicle was involved in the wreck, but police said that vehicle, driven by a Maryland man, is not believed to have caused the fatality, trooper Kristin Welch said

  Bellmawr Mayor Frank R. Filipek went on record at the January town council meeting, saying, "I am tired of being called names on the phone about garbage stickers on recycling cans.

  "There is a separate recycling day and you do not have to separate the glass, cans, and paper. Putting your recyclables in the trash costs a lot of money- - 65 dollars a ton," he said.
