TRAFFIC RESTRICTIONS TO BEGIN ON COMMODORE BARRY BRIDGE

On Monday, May 19th, lane closures will begin on the Commodore Barry Bridge as an eight-million dollar deck joint replacement project begins.

Three lanes of the bridge will be open at all times during the construction.  Two lanes will be open westbound during the morning rush hour while two lanes will be open eastbound during the afternoon rush hour.  Also, wide load traffic will be restricted Monday through Friday.  No wide loads will be allowed to travel eastbound until after 12 Noon while westbound wide loads will not be allowed after 10:30am.

In addition, the ramp from the bridge westbound to Flower Street in Chester will be closed for two months.

According to DRPA CEO, John J. Matheussen, "This is part of an overall maintenance program designed to keep all of our bridges in top condition."

DRPA Chief Engineer, William Brooks, adds, "this project needs to be completed in a timely manner so PENNDOT can build new ramps connecting the Commodore Barry Bridge with the Chester, Pennsylvania, waterfront."

The project is expected to last seven months.

The Delaware River Port Authority is a regional transportation agency.  DRPA owns and operates the Benjamin Franklin, Walt Whitman, Commodore Barry and Betsy Ross Bridges, and PATCO, the Philadelphia Cruise Terminal and the RiverLink Ferry.

Gloucester High Alumni member campaign director for Donna Ward for Congress

Hi Bill;

March_08_135_cr     We had a little correspondence a while ago in my quest to find a picture of the "Beefburger" in Brooklawn. Or was it the origin of the name "Hinky-dinks" for the proposed rail line that was never built and left its scar on Highland Park?

In any case, in recent weeks, a friend had decided to run for Congress, and asked me to manage her campaign. Knowing her core political beliefs, I accepted without hesitation, and am now the Campaign Director for Donna Ward for Congress (NJ District 1). Donna is running under Murray Sabrin's slogan of "Constitutional Republicans protecting the Liberty Platform".

PHOTO: DONNA WARD AND MURRAY SABRIN visit the Vietnam War Memorial in Gloucester City

It was a last minute decision on Donna's part, and our opponent, Congressman Frank LoBiondo, has at least $1.4 million in his campaign account, but we're undeterred. Donna thoroughly enjoys meeting and talking to people, understands the major issues and I know just enough about the process to be able to help.

When Donna called and told me Dr Sabrin wanted to meet in Gloucester City, I was thrilled. I graduated GHS in '66, and though I've lived in a number of other towns and states, Gloucester will always be where I'm from. I don't know whose decision it was that we meet at the War Memorial, but it was, from where I stood, a good decision. I was a little surprised to find the WWI monument moved from its place on the opposite corner.

I was a 6th grade student at Monmouth Street School when it burnt down, and have always remembered the eagle atop the monument on the corner. 1st Congressional District candidate Fernando Powers was to meet with us as well, so Donna and I were a bit early and had time to sit and talk by the monument. For me, personally, the name on the memorial for Vietnam really hit home, having known a number of those listed.

Dr Sabrin had said he was going to stop at the Gloucester City News after we had met, I hope you had a chance to meet with him. Having spent a considerable amount of time with him in recent weeks, I firmly believe he is exactly the kind of man that can understand the concerns of the people of Gloucester City and South Jersey, and express those concerns in Washington to the benefit of all of our futures.

Buena Vista School District will start school construction

http://www.thedailyjournal.com

BUENA VISTA -- Construction for a new middle school originally scheduled to open in fall 2007 will finally get under way next month.

The state School Development Authority awarded a $17.9 million construction contract to Arthur J. Ogren Inc. on Tuesday, just a few weeks after Buena Regional School District identified the Vineland-based construction company as the lowest qualified bidder.

District Superintendent Walt Whitaker said the district just needs the official OK from the SDA before construction begins.

DRPA Facilitates Green Ports Initiative with Local Port Operators

May 5, 2008 South Jersey Port, Beckett Street Terminal

With the signing of a Memorandum of Understanding, the Delaware River Port Authority today took a major step toward making the ports in South Jersey and Philadelphia more environmentally friendly. The agreement solidified a partnership among DRPA and port agencies South Jersey Port Corporation (SJPC) and the Philadelphia Regional Port Authority (PRPA) to launch a "Green Ports" initiative.

Matheussen, SJPC Executive Director Joseph Balzano, PRPA Executive Director Jamie McDermott, DRPA Chairman Designee and PRPA Chairman John Estey and City of Camden Mayor Gwendolyn Faison.

The "Green Ports" initiative will assist all three agencies in creating a cooperative approach to develop environmental programs and projects aimed at reducing or neutralizing the impact of port operations upon the environment and the surrounding community.

"All three agencies share the same waterway and as a result share the responsibility of maintaining a clean environment," said DRPA Chairman Designee John Estey. "By banding together, we can leverage our capabilities to improve the environment in which we live and work.

"We live in a world where pollution and its effect on our livelihood has become a pressing concern, said DRPA Vice Chairman Jeff Nash.  "As leaders in the port community, we feel that we should do our part to find solutions to decrease the impact of port operations on the surrounding community"

Over the next few months, the organizations will work together to select a consultant, who will review operations at DRPA, SJPC and PRPA facilities in order to recommend short term and long term alternatives for making port operations more environmentally friendly. A few examples of greening solutions that may be explored include energy/water conservation, electric or alterntive fuel vehicles and equipment, renewable sources of energy (solar and wind installations), new technologies and innovations in logistics processes (traffic management controls, congestion mitigation) and green building/facilities.

"DRPA has a long-standing commitment to clean air, clean water and sustainable development, said DRPA Chief Executive Officer John J. Matheussen. "Partnering with PRPA and SJPC for the Green Ports initiative demonstratres our effort to improve our impact on the environment."

DRPA, SJPC and PRPA join other port operators such as Port Authority of NY/NJ and the Port of Long Beach in California in taking steps to "green" America's ports The Delaware River Port Authority is a regional transportation and development agency.                         Not surprising news from a Zogby poll of residents in CD1-4 (Andrews, LoBiondo, Saxton & Smith). Andrews holds a lead in about a little under 1/3 of the state:

People in southern New Jersey support southern New Jersey's Democratic candidate for US Senate, according to a recent poll of 1,005 likely Democratic voters released today.

US Congressman Rob Andrews, D-1 gets the nod by a 37.1-28.0 percent margin over incumbent Sen. Frank Lautenberg, D-NJ.

Another 4 percent backed the other candidate, Morristown Mayor Donald Cresitello, while 4.5 picked someone else and 26.4 percent made no selection. [...]

While 62 percent of voters give Lautenberg favorable marks, 55 percent similarly think well of Andrews.

Artificial turf gets green light in S.J.

source www.courierpostonline.com

In South Jersey, the lead-suspect fields don't exist, officials said. The first characteristic is a nylon-fiber base in the grass-like part of the turf. The second is the manufacturer, AstroTurf.

On April 17, officials from the Synthetic Turf Council quickly responded to the state's health concerns by saying "we believe the synthetic turf fields identified in New Jersey, and similar fields made with nylon fibers, are safe to use and pose no known risk to an individual's health or the environment."

David Black, a Ph.D. in forensic toxicology and Davis Lee, who has a Ph.D. in synthetic organic chemistry, said in a joint statement: "There is no scientific evidence of a health risk for children or adults based on recent test results and current knowledge of the chemical structure of aged synthetic turf products."

SnapTalk.com: Why Mrs. Andrews?

Source: ShapTalk.com

Last week, Camille Andrews, wife of Congressman and candidate for the United States Senate Rob Andrews, was selected to be on the June Primary ballot as the Democratic candidate for her husband's seat in Congress.  Is Mrs. Andrews qualified to serve in Congress?  Absolutely.  Is her selection a wise political move?  Absolutely not.  In fact, the selection of Mrs. Andrews to run for Congress undermines her husband's insurgent campaign.

All in the Family:Andrews' wife to run for Congress

South Jersey Democrats plan to nominate the wife of Rep. Rob Andrews (D-1st Dist.) to run for his House seat while he makes a bid for the Senate, two ranking party leaders said this morning. The nomination would be tantamount to winning the seat, because of the party's dominance in that region.

Camille Spinello Andrews is associate dean of enrollment and projects at Rutgers Law School in Camden, where her husband has been a professor.

EnCap developer bails out of South Jersey project

http://www.northjersey.com

In South Jersey, Cherokee had planned to develop a mix of homes, hotels, shops and a transit stop on up to 600 acres at a former industrial site along the Delaware River in Pennsauken. The private equity firm had spent three years working on the project, which some environmentalists had opposed. They wanted the property to be used as a wildlife refuge.

The company's decision is a result of the sluggish housing market, which has made it difficult to obtain financing and reduced the value of undeveloped land, the News & Observer reported.

In an exchange of letters March 20, the town of Pennsauken and Cherokee agreed to let their waterfront development agreement expire at the end of that month.

Lack of funds forces Millville School District to cancel plan for small learning communities*

source http://www.pressofatlanticcity.com

MILLVILLE - The plan to institute small learning communities in the city's high schools, a plan district officials admit they were unprepared for, has been shelved because the district is not getting as much additional state aid as it requires and the resulting school budget.

Superintendent Shelly Schneider confirmed that the move to the small learning communities stalled after the district discovered it was only getting an additional 2 percent in state aid, approximately $1.3 million.

As a result, she said, the district has proposed a budget that includes a 2-cent tax increase and news that 40 positions, including school teachers, will be cut to save money.

NJDOT to repair bridges and resurface roadway on Route 322 in Logan Township

March 12

(Trenton) -Commissioner Kris Kolluri today announced that the New Jersey Department of Transportation (NJDOT) will repair concrete bridge decks at four locations and resurface Route 322 in Logan Township, Gloucester County.

“This Route 322 project will extend the lifespan of these bridge decks and optimize roadway quality and safety in Logan Township,” stated Commissioner Kolluri.

NJDOT will resurface Route 322 eastbound between mileposts 2.235 and 4.078 and Route 322 westbound from milepost 2.235 to milepost 4.182. The existing roadway is severely deteriorated and exhibits rutting, cracking and heavy potholes.

On Monday, March 17, NJDOT will begin to repair the concrete bridge decks at four locations on Route 322 (over the Penn-Reading rail line, over Main Street and Mechanic Street, eastbound over I-295 and westbound over I-295). The bridge over Main Street and Mechanic Street will require daytime single-lane closures with traffic shifts on Route 322 at milepost 2. One lane in each direction on Route 322 will remain open to traffic.

After completing the bridge deck repairs, NJDOT will resurface Route 322 eastbound, which will require periodic overnight single lane closures. In order to minimize traffic impacts during construction, NJDOT will not implement permanent detours or closures during resurfacing. NJDOT will resurface the Route 322 westbound upon completion of Route 322 eastbound. NJDOT is scheduled to complete the project by Memorial Day.

NJDOT will install variable message signs for the duration of mainline work to inform motorists of any change in traffic patterns during nighttime operations. Real time travel and construction information is available online at www.njcommuter.com

What is more fun to watch; the DPRA or the SJ Democrat Power Machine?

Can anyone tell me which is more fun to watch the Delaware River Port Authority or South Jersey's Democratic power machine? It would be humorous if both didn't cost us so much money.

The DRPA has the imperative need to raise tolls, just like Gov. Jon Corzine, so it can allocate $10 million for a soccer stadium in Chester, Pa., and other essential projects. None of these projects has anything to do with its bridges or the PATCO Hi-Speedline. I'm sure as part owners of these necessary endeavors, it intends to use the tremendous profits to maintain the bridges and lower bridge tolls and train fares.

Competing for the audacity award are the 10 South Jersey Democratic delegates. They can disregard the results of the Super Tuesday primary of Feb. 5. U.S. Sen. Hillary Clinton, D-N.Y., had already garnered 59 of the state's 107 delegates. But these designees can ignore their constituents and vote however they want, which is all right by their rules.

The potential implosion and hypocrisy of the Democratic Party is all the more entertaining after the unfairness they claimed following the 2000 presidential election. Former Vice President Al Gore won the popular vote and lost the election. It seems the correct answer to this issue depends on whose ox is being gored and the interpretation of Democratic Party boss George E. Norcross III.

Waterford expects to start full-day kindergarten*

source: http://www.courierpostonline.com

The state recommends full-day kindergarten to prepare children  for school.

Jennifer Boulden, principal of the Atco School, where district kindergarten classes are held, is looking forward to a fresh start in the fall.

"All the things you need to do you can't do in half a day," said Boulden, who came here two years ago from the Gloucester City district and said she was "dumbfounded" Waterford didn't have full-day kindergarten.

"Math and science take a back seat to language arts and literacy," she said. "If you have snack time, what does that leave? That's why this district is so amazing. Without new furniture or technology, my staff is still motivated and the children want to learn. I think our teachers could make it work with just sticks on the ground."

Officials say mystery odor was from Delaware plant, but plant says no*

source www.pressofatlanticcity.com

Published: Saturday, March 01, 2008

Environmental investigators from Delaware and New Jersey have determined a strong odor that caused wrinkled noses, headaches and watery eyes in six New Jersey counties emanated from a plant with a history of environmental noncompliance, but a company spokeman said the plant could not have been the cause.

The Valero Delaware City Refinery released sulfur dioxide, nitrous oxide and carbon monoxide Jan. 4 and was considered "extremely hazardous," according to the violations database on the Delaware Department of Natural Resources and Envi-ronmental Control Web site.

Valero spokesman Bill Day said the company's records indicate that it is impossible the plant's Jan. 4 emission would have caused the odor complaints throughout New Jersey.

Junior forward Mark Tumas scored a season-high 23 points, and senior point guard Dan Gilbert matched his season-high with 15 for Cinnaminson, which didn't secure the victory until Mike Gallo rebounded Tariq Taliferro's 12-foot right baseline jumper as time expired in OT.

Four Pleasantville starters and two from Cinnaminson fouled out, forcing both coaches to go deep into their bench. Senior Chuck Casey and sophomore Amir Goher were forced into key minutes in the fourth quarter and overtime and came up big for the Pirates.

Millville planners consider 532-home project

source www.pressofatlanticity.com

The proposed development of a new 532-home community in Millville was delivered formally to the public and Planning Board on Monday night in a presentation that provided a look into one of the city's most extensive housing projects.

Concerns and recommendations regarding everything from environmental constraints to community impact were addressed by professionals associated with the city and the project's developer, Matzel and Mumford.

In the end, it proved too much to consider in one night as a second meeting was scheduled for 6:30 p.m. Feb. 21. It will include further discussion as well as input from local residents during the public hearing.

The site of the development, on nearly 400 acres adjacent to Union Lake, was originally designed as a 1,200-unit site. It was presented again in 2006 as a project of 712 single-family homes.

N.J. database of citations a growing tool for lawyer* solicitations

The reason Williams and nearly everyone else facing some kind of traffic citation receives solicitations from lawyers is simple. All of the information about you and your ticket is available from the state, for a fee, of course.

According to New Jersey Office of Communications spokeswoman Tammy Kendig, every ticket written in the state is entered into a Trenton database. The database, while not available to the general public, is accessible for a dollar per minute to agencies registered with the state Supreme Court clerk.

The credibility of those looking at your personal information, Kendig said, is guaranteed through the registration process. What they do with the information is up to them.

South Jersey: Taxpayers stuck with Kiddie Kollege* cleanup costs?

New Jersey taxpayers most likely will pick up the cost of demolishing the toxic former daycare center in South Jersey that once housed a bankrupt mercury thermometer factory.

Demolition of the former Kiddie Kollege in Gloucester County will cost $550,000, according to a report submitted last week to the state Department of Environmental Protection. The DEP report also recommended that the center be torn down to the ground and that the ground around the center also be removed.

It would take two weeks to clear the site, according ot the DEP.

A town meeting to discuss clean-up options for the structure will be held at the Franklin Township Municipal Building on Feb. 13, at 7 p.m., she said.

New Jersey Fire Fighter Wins Compensation Case

source http://cms.firehouse.com

January 31, 2008

Keith Leuci - formerly of Hamilton Township and now living in Tennessee - was driving home with his family Aug. 20, 2004, when he saw a burning car stopped on the Black Horse Pike. Leuci told his wife to pull over, raced to the car, pried the door open and pulled James Barnes, then 26 and of Pleasantville, to safety. Barnes' cousin was killed in the accident.

Leuci, then a member of the Cologne Fire Company, was injured in the rescue, and Hamilton Township denied his claim for workers'-compensation benefits. He then applied through the Cologne Volunteer Fire Company. The fire company also denied his claim, saying he was not on duty, and Egg Harbor Township did not request mutual aid from Hamilton Township, meaning he was not officially on duty at the site of the accident.

Cloud over the neighborhood

Gloucester Township resident Robert Miotla said a smelly, invisible cloud drifted across his southern Camden County neighborhood. State officials later reported similar reports in four counties.

"It smelled like a whole pack of skunks. It was potent," Miotla said.

Gloucester County spokeswoman Debbie Sellitto said officials there received more than 60 calls about the Jan. 4 incident, and investigators ruled out any New Jersey source.

EPA's "Title V" program, established in 1990 to streamline and simplify pollution control permits and compliance monitoring, grants states the right to charge industries for the cost of the program.

South Jersey:Transit Village Carries $100M Price Tag

By Eric Peterson                         source www.globest.com

RIVERSIDE, NJ-The Teicher Organization has rolled preliminary plans for a new mixed-use transit village on several parcels surrounding the NJ Transit Light River Line station here. The project in this Burlington County, South Jersey township, carries an estimated price tag of $100 million.

The East Brunswick-based Teicher was tapped in August as exclusive redeveloper for much of the township’s Light Rail redevelopment zone, and plans for the project are still in the early stages. But those plans initially call for 430 residential condos and townhouses, along with retail and office space.

The project is slated to rise on the site of the shuttered Zurbrugg Memorial Hospital on Pavilion Ave. and three adjacent parcels. The hospital closed in the wake of the bankruptcy of parent Allegheny Health, and the redevelopment also falls within the NJ DOT’s transit village initiative. A timetable has not been released. read more
